I tried the changed things :
The new g_gear restriction code is a very good idea and works well.
About the medic badges I didn't see the difference between 017 and 018 it still like describe here : Topic
For the FPS drop, I still have FPS drop on some maps like prague_v2, it's the map where I have most of the time FPS drops.
Cvar auth_owners : good work
Client number in callvote server log entry : good work also
About the checks for pure servers is there a possibility to hide theses line on the client console ? It add a lot of lines at each map change !

My (unusual) FPS drops went away completely with .018
2048x1536 thirty people on FA| metropolis CTF with smoke everywhere and I drop to high 70s FPS, but that's way up from .017's 40s.
solid 125 on everything CTF East can throw, which was dropping as low as 65 last release.
