if he was authed the AC system probably will take care of him in the next ban cycle.
if he wasn't authed this - sadly - isn't in FS hands, but in the hands of the server admins.
anyway. i think there is no official account report button. the only thing you could do is report his forums account to a mod. but that wouldn't help much i guess....

If the person who runs the server also has a website, they'd probably have a section there for posting demos.
