Here is an example of a shortcut I made for testing a map:

C:gamesviolencequake3quake3.exe +set fs_game q3ut3 +g_gametype 0 +sv_pure 0 +devmap ut_temple2

gametype 0 is TDM I believe. Change ut_temple2 with the name of your map. Be sure of 2 things: 1) have your .bsp file in q3ut3/maps directory, and 2) make a .arena file to associate with the map, example:
q3ut3/scripts/ut_temple2.arena
and the contents:
{
map "ut_temple2"
longname "Lost Temple 2 by wily duck"
type "ut_ffa ut_team ut_survivor ut_follow ut_cah ut_ctf"
}

-wily duck

no need for the .arena

it should be in the final pk3 though, so that the map shows up in the 'create server' menu.

go to preferences in GTK

go to compile options

set it to monitor bsp process.

set it to run the game after compile.

choose one of the test compile options from the list in gtk (one that does a -bsp, -vis -fast, -light -fast)

that should be all you need for a test compile

I've found that sometimes the map refuses to be found/loaded initially (for whatever wierdness that gtk/q3 does) if there is no .arena file. I know it's not necessary, but rather good practice and will save hours of trying to figure out yet another evasive problem.
