First, Satan is one bad mofo when it comes to Sr8.
Second, unzoomed shots with SR8 is ALL luck (start yer own server, stand still and fire with SR8 unzoomed at a wall without moving, look at the spread). Zoomed is another question. I've switched many times from me empty sec to sr8, zoomed in and filled the scope with a soon-to-be-dead player. That can be learned and is about somewhat skill. Tho it's very muc reflexes involved. Great when you are carrying the sr8, not so nice when you get nailed, but hey, part of the game (as of today).

I have pulled off a couple of unzoomed sr8 shots while playing, but most of my sr8 shots that are up close and "personal" I will have zoomed at 1x of course and give my mouse a little quick tork to either the left or right (why I dont know) thats just the way I use an sr8 and hope for the best =D

in 2.3 some people cheated and put a dot on their moniter because yes... the sr8 was that accurate even at long range... i'll admit in 2.3 when i used a pistol i would switch to a sr8 and know automatically where the dot would be imagining where the sr8 would land and it worked wonderfully. especially with the ump combination it was so easy to follow that up in combos.
nowadays though take 3.4 if you get a sr8 long distance shot it was total luck if it was unzoomed heh i don't care how good you say you are it was luck bottom line. But in a up close fight ya u usually can guess where it will land. Though if it's long distance sorry but it was luck.
plus in a up close fight many experienced players use a higher field of vision and can land another reflexed based shot with a sr8... It's rather easy if you ask me, especially if you have played quake and gotten used to the railgun.

The SR8 is very easy scripted to get it to do whatever u want.
I wrote a script a couple of months ago that worked very well,
too bad Im not using sniper rifles at all.
And just for u all to know there is third party programs that puts
a dot/xhair on your screen "above" UrT. And with a script and a
mentioned program u dont have to be skilled at all to get a close
range shot to find its target.
As I said, I have the script but Im not using it, but Im so sure
that alot of ppl out there uses the above combo. And dont be
alarmed, I have no skill in coding, the script is in all two lines,
and only doing things that can be done with bindable buttons.
But the script does it in a "fluid motion" =).

dont worry about scripting.
Even if he has something like +zoomin;+attack to try and get around the zoom penalty, there is a 150ms delay (almost 1/5 of a second) before the gun becomes accurate after zooming.
So an "unzoomed" script doesnt/can't work.
And he's full of poop.

Im no fan of scripting and I dont think anyone hate cheaters
more than me, the only reason I even sat down and tried to
write the script was that I have seen that "fluid motion" go a
little bit to fast to be true.
