Download the map from a site and put the .pk3 in the q3ut4 folder. If you use internet explorer, it renames the .pk3 to .zip, so better use Firefox, or rename it back to .pk3. (make sure to unhide file extensions first in the view|folder options settings of explorer first).
Other options is to use ioUrbanTerror and enable auto-dl in the options. If you connect to a server that is properly set up, it will auto-dl the map.

What woekele said, but it's not as easy as just renaming the file after you download it. You have to rename it before downloading, otherwise you end up with a file like this ut4_mapname.pk3.zip. Be sure to select all file types, instead of .zip, then make the download file name ut4_mapname.pk3. This of course is only if you are using internet explorer.
