he have reinstalled q3 and urt but still the same problem

Are you trying to install your hax first or quake first? Always install SEX hax after the initial install.

I find that after you install just quake... run it once before installing Urt. I have seen this error before but I don't remember how I fixed it. Everytime I installed Urt on XP after that I always ran quake once before inserting Urt. I dunno it's like it creates a base for everything else to work on. If that doesn't help let me know and I'll try to remember what I did to fix it.
