Hrm, I dont believe there ever was any 'tips' on these forums, but there should be! Pick it up, FS! Create a 'tips' section, get people active on it. Look at Tremulous/Wolfenstein ET, and, even tho they are hard games to master, they have alot more player because, what I believe is the reason, they have tips and tricks for the new players to learn from.
I would, myself, start a whole new forum for Urban Terror tips/tricks, but I really dont consider myself the kind of person who should be responsible for giving out such advice, seeing as how I can barely get faster than 20 Mph whilst (trying) to fly through Casa's marketplace.

In other games we see community members picking up the taks of writing tutorials/manuals/tweaks/tips-tricks etc. and we see it here too. And I think that's how it's suposed to be. There's a limit of what you can expect from a small group of developers. Of course, we could/should make links to these kind of things in the official faq/homepage etc. to make them more known.
