To connect to a game server, you need that servers IP number, then you open the console by pressing tilde key, and type connect XXX.yyy.XXX.zzz, where XYZ is the ip numbers of the server you wish to connect to.

I think that was the question anyway...

If you can't find tilde or ~, use shift + escape.

Okay, most probably your firewall blocking Urban Terror connecting to the internet and getting a server list.

I don't know, you'll have to find it in their help file or their help forums or whatever.

And that IP is your local IP, not your external IP. http://www.whatismyip.com/ to find your external. If you want to run your own server (which imo only should not be done from home connections), you will need to forward the correct port on your router (read your router documentation to find out how to do it).
