Does normal lights work?
What settings do you compile with?
Is your image called "light3blend.jpg" or "light3_blend.jpg" as in the script?

In the future, please start a new topic describing your issue instead of resurrecting old ones.
Do you have 'light3' listed in scripts/shaderlist.txt? This is needed to inform radiant which .shader files to load.
To be sure that you're applying a shader to a brush surface, make sure that the texture in the texture selection window has a white border around it. White border = shader, green border = used in the map. If there isn't a white border then it will just be the texture.
