Oh high probability is dust: if the GPU or CPU downclocks itself due to system temperature it may happen over time more to accumulation of dust,
or even a change of seasons (and a radiator next to it).

Ok I found where is the problem ! :)
You have to check 2 ways.
First: try to change on one of core (try 1st, 2nd, 3rd or 4th core)
Second: Change ur HDD ;) That helps for me, I had 5400 per/min with 8mb cache, Now I have add on 7200 per/min and it works, no fps drops. and btw. I had new HDD but probably this HDD was to weak ;/

did you have freezes of FPS for instants? that may be related to the caching issues: 1, 2

I don't my hard disk is at issue, the problem came up kinda suddendly. Anyway my HDD is already on 7200 / min. :)
So try to check ur HDD maybe u have badsectores...If not - try to change ur core of CPU.
Mitsubishi:
"I dont have freeze's ... my fps was going down when I was @ casa balcony and saw more than 2 or 3 ppl @ market ... on Riyadh with 36 ppl @ server I had 50-60 fps, when I was scoping with sr8 and saw just few elements of map I had constant 125 FPS.
Now I have 125 constant fps everywhere. I just have changed my HDD and now its working really nice ! No FPS drops etc.
If u guys dont have money to change HDD try to copy UrT on other partition it may help.
Probably this thread about loading model's in game may help ! Becouse I had fps problems when I saw ppl ;) hmm, No I cant check but later when I will back to home from school I'll try that @ my old HDD and I will say is it helps.
Peace.

The game normally does not use hard disk at all during gameplay (those caching issues excluded that can be considered effectively bugs).
Is your RAM very very low or filled up? Alternative way of HDD use is filled up RAM and hence OS caching.
