I get this when trying to open UrT. also on Windows 8. can anyone help me? Is it a driver problem?

eh, I downloaded the driver and that seemed to help.
But now I get this lol:

why is the game searching in your system32 folder for URT files? where do you have the game installed to?

try re-installing the game to your desktop and deleting all the old files from the first installation.

Well..... there are known issues with win 8.1, and they have popped up with the release of 8.1, Win 8 worked 'fine'.
Also: It is not recommended to update your graphic drivers on a laptop. Only do so if the driver was made available by your laptops manufacturer. Otherwise you have a more or less high chance to *@!# it up pretty good. I had it to happen that in the end i wasn't able to install drivers that had worked before....
Anyway, whats your monitors native res?
You also might want to try out windowed mode.
