I expirience fps drops on my PC too, surprisingly I get full and stable fps on my laptop which isn't near as good
Windows 8
Intel Core i7-4960X (6x 3.60GHz, 15MB L3 Cache, unlocked Multiplier)
2x GeForce GTX Titan - SLI (2x 6144MB | Dual-DVI, HDMI, DisplayPort)
32GB Corsair Vengeance DDR3-1866 CL10 (4x 8GB DIMM)
2TB Seagate Barracuda (SATA3, 64MB Cache, 7200rpm)
I find this very weird, I can play other games that require way more performance without problems :/
Is there some custom clients yet?

I am using r00ts build (infact the only thing that changed for me from 017 - 018 are the files that were updated/added).
On uptown in version 017 I could get 125fps solid, never fluctuating anywhere in the map even on a full 32 slot server.
On 018 on a server with only 16 players my fps tanks as low as 80fps the second I try to step out from spawn, and there are lots of fluctuations in FPS all over the map.
There are many other maps with the same FPS problems its just more noticeable on uptown for me.

This doesn't make any sense, seeing as 4.1.1 was fine.
I'd really like to hear from a dev that is physically working on this problem for some insight as to what's being looked at.

It's a Dell Inspiron 15R:
Windows 8
Intel Core i5-4200U processor (3M Cache, up to 2.6 GHz)
Intel HD Graphics 4400
8GB Dual Channel DDR3L 1600MHz (4GBx2)
1TB 5400RPM SATA Hard Drive
Atm I'm compelled to play on it, but it's not exactly the gaming expirience I'm looking for 8]
It's very weird that I can't run urt without drops on a machine that runs new games without problems

I've tried all the lowest settings possible, the game literally looked like mush.
Have the player models or weapons had an increase in polys?
This game should run at 1000 fkn fps on the setup I have, quakelive maxed out on any map with uncapped fps i get over 1000fps. Urbanterror isn't that much more graphic intensive then quakelive im sorry but this game should have no prolbem running 125fps maxed out settings.
Here are my dxdiag, I know urt doesn't use directx but there might be some info in these of use perhaps...

i also noticed after about 40k tris being drawn the fps starts to diminish rapidly

I have way more cpu and gpu than I need. The issue seems to be that the gpu is downclocking because of the light load, at times running at less than half of the gpu clock that it is capable of. I've tried an overclock with afterburner, and setting the OC to be the 3d profile, but it still downclocks.
I've read that disabling hardware acceleration for flash helps some people, but I don't have any browsers open. Also, if you have the option in your drivers (and I believe NVidia does) try setting your card to high performance mode. I think in past Catalyst drivers that this was possible as well by setting up a profile for the game, but I don't see any way in 13.12 of forcing high performance mode.
I'm running an FX-8350 with a Radeon R9 290, but when it downclocks I'm getting a frame rate similar to my 10 year old Opteron 170/Radeon 3870.
