You have done a big mistake by selecting the EU4. Why not chose UE3? UE3 is available for free map editor. Who amateurs will pay 19 $ $ $ for the editor? UE3 still looks great, has low system requirements. IDTECH 3 live long because it has low requirements, good optimization, a lot of free tools for mappers and modders.

Well. Those tools for idtech3 are free because most of them were developed by a community.
And yes. If i understood it correctly there should be a free map editor available. You might either use the one from the upcoming version of Unreal Tournament, or maybe one delivered by FS. You could actually use the UDK (which is UE3) for creating maps for UE4. Or you could use a 3d modeling program. If you can pack it correctly it will work.

And actually... idtech3 is dead. UrT only runs on it, because nobody dared to move away from it. And because you can still run UrT as a mod for q3a.

UE3's Developer Kit does not have engine source UE4's does.

It's $19 you cheap bastard lmfao. If you want to make maps and can't afford $19 to do so, you should probably get another job instead of making maps.
