I've thought about that before and didn't really like it. Here's a few pics to illustrate.
I could make the parking area a bit bigger, extending it to the left, below the building, which would look something like this.
1. I'm not sure having a building above a parking deck would make it any more realistic.
2. Extending the garage like this would make it a campier area, unless I block it and make it part of the non-playable area, like you suggested. The only thing that comes to mind to block it off, is a fence, which seems kind of unrealistic to me as well. I've never seen a parking area divided by a fence.

I could extend the top of the garage as well and only add buildings next to it, like this.
Then I'd have to block off the area again or the red spawn would be very easy to camp. A fence could easily jumped over, unless I block it with an invisible wall, which again is unrealistic.
To conclude, I'm not convinced that any of these possibilities are any more realistic than the current state. I'm open for discussions and other ideas. It's a difficult task to make the map more realistic without messing with the layout.

That's actually what I'm going for. An older, more deserted and damaged look for the map.
