I am having a similar problem on 4.3. Dont remember it happening on 4.2 but didnt play it all that much after the first few months of that release.
Shift and "ut_weaptoggle primary secondary" will not function together.
So if am sprint(shift) and try to bring up weapons it just wont happen.

exactly!
as an alternative i tried binding mousewheel up to weapon1 and with shift pressed it doesn't work!
so it's a general mouse scroll thing. this didn't happen to me on 4.2 before upgrade do sierra. but always happened in 4.3.
and it is exclusive to urban terror. the shift scroll works perfectly everywhere else....

Thanks for the advice!
Hopeful news
Installing the software didn't change anything, so this left me looking at the settings.
What settings in steermouse should be adjusted?

YES!
that worked,
thank you so much!
after a decade of urt, you don't want any setup changes :-)
So, if anyone else struggles with this problem.
This is what fixed it for me:

This is what fixed it for me:
- Install steermouse (free)
- Go to the scrolling tab in preferences. Click the shift button in the right low corner and set "roll vertically" to "scroll"
