I am finding players that have both extra ammo and a silencer or have these and maybe tacs when they enter the game. Is this a mod and is this considered cheating? I don't have options to add anymore things to my player, but I have two spaces available I don't have access to. If this is something that I can do and be fair, how do I go about that?

You have three slots you can freely fill with items, grenades or a secondary weapon. You can choose to not equip grenades and/or not equip a secondary and take more items instead.
