Milliseconds vs Hz / FPS
1 / 0.025 = 40
1 / 0.012 = 83.333
and so on ...
Just match com_maxfps but bear in mind many servers are set up to pb cvar kick below 42. Not matching means the display will show images splitted between refreshes. With monitor stuck at 40 FPS and com_maxfps 42 it's several times per second. I'd find that very annoying but then again I work with video editing and am also insane. You might prefer com_maxfps 80.
cheers

even with high response rates like 50ms you can do 60Hz. these two things got nothing to do with each other. the higher the response time, the blurrier the resulting visual experience. but that's about it.
in the situation described above the screen refreshs at 60Hz, just that the actual images lags by 50ms. there might be multiple pixel transitions happending inbetween those 50ms.
for gaming therefore you should get the tft with the lowest response time and also the highest contrast, as tfts tend to get all black in dark areas rather quickly. this is also what makes watching movies on tfts a lesser experience.

I own a LG L1730S which has a 12ms refresh rate and a max 75Hz vertical frequency rate, so in order to get the max performance I've set my com_maxfps=76.
Remember that com_maxfps should be set to the same value or less as your monitor refresh rate. No point on putting 125 fps ingame if your monitor only gives you 60 hz (screen refresh = 60 times/sec.)
