Second one has better specs (viewing angle, contrast, brightness), but it has crap response time. You will notice ghosting. First one is a huge ripoff. Over $300 USD? I got better specs for $250 CDN. Check out the Samsung 931BF. 2ms (GtG), 700:1 (2000:1 dynamic), 19", 300 cd/m². The only reason to get the second one is to watch movies, and it's not even a widescreen!
But if you don't care about price, go and look for a 2ms (GtG usually), 300 cd/m², 700:1 contrast minimum. 20" or more is also nice if your computer can handle games at the native resolution. Also check dead pixel policy. I don't know the average number, but under 8 is good, I'd say. Some might handle a cluster of dead pixels differently. Stuck pixels (displaying r, g, or b) generally don't count, and can sometimes be fixed with a stuck pixel fixer.
