it's a game. things like network settings are too much, let alone what would you set with it? even a 256/128 adsl can do the max /rate.

It's bytes server->client, so it's 25000/1024 = 24.4kilobytes/s. a 256kilobit internet = 256/8 = 32kilobytes/s. Even with any overheads and losses it should be enough. Upload is too low, and generally in real terms both are two low, I haven't seen it ever reach 10KBdown/10KBup. FPS can be related to upstream speed but I've noticed very low values slow it a bit, large ones seem to reach a limit, and it's capped at 125fps now anyway.
