I didn't make it from the ground up of course :P It's based on the ioquake3 code base, which is based on the original quake3 code base. With the help of Hobbes I made changes to it which I think are very usefull for UrT players.

I've got problem with Quake 3, 4.1 don't start with Quake 3. When i start with that "+set fs_game q3ut4" parameter, then urt stay hanging that white screen and nothing happens....

edit: Yes i've got point release 1.32 and 1.32c updates.

Make sure you got com_hunkmeg set to 256

Also, hanging at white screen somtimes means quake3 has trouble connecting to the internet and hangs. Check your firewall/router.
