I build and use a version of Q3e and it certainly does not, at least on my server it's cheat protected as you would expect.

you can remove the cvar lock on any q3 compatiable client with one line of code
either remove cvar_readonly flag or eject it out of the qvm by stripping it

trying to block a generic client build does absoutely nothing
