I'd just stick with Urban Terror.
I played with 12-25 FPS for about 3 years, now with a Pentium 4 I get 45-75.
There's all these people who are used to their 60+FPS who would never play this way and will ridicule you, but once you get used to the strobe-light blinking it's really the same game. Just harder.

12 FPS is THE lowest playable, below this the game starts spitting out connection-interrupteds.

800x600 made a huge improvement over 1024x768, 640x480 was not an improvement over 800x600 for me.

Also, p5yc0runn3r made a build with dmaHD sound that made everything WAY faster for me, I just didn't enable the extra features except RAW mouse mode.

I'd stick to CTF/TDM/FFA, try and find servers with less than 20 people, and don't feel discouraged.

Also:
at low FPS the AK, PSG, G36, UMP and SR8 seem to do the best. It's the higher rate-of-fire weapons that like to ignore your shots at low FPS.
