So, now how does this ghost mode work ?
I tried "/cg_ghost 1", "/set_cg_ghost 1" and a lot of other different writings but it didn't work.
What is the new command ?

server_sample.cfg not updated with renamed cvars?
Maybe I don't get it but by checked the server_sample.cfg to edit the cvars manualy by following the changelog. Result: I can't find any old cvars in the file only the new pointed at the changelog are in.
Do I missed the issue?

Yes, is server side, but in 012 ghost mode was server side too and still didnt work so well.
ps yes I already tested above code with 013 and it working like a charm. Btw with bots and with cg_ghost 2 you can immediately check how you will be blocked time after time.

Because that code is engine side. cg_ghost is not coded in the engine and never will be. So the bug on our side it's not fixable and it will happen unless you use modified server engines NOT supported by Frozen Sand.
