BTW "ut_itemuse" is allready bind by default to key [P]:
bind p "ut_itemuse"
Anyhow, I guess you get your goal with a script copied in to your autoexec.cfg in your q3ut4 game folder.
Copy & paste the script below into your game autoexec.cfg and you can toggle between "cg_drawhands 1" & "cg_drawhands 0" by pressing [H] while gaming.
If you prefer another bind than H just change the line:
bind h "vstr drawhands" into
bind x "vstr drawhands" (x your key of choice)
