LammeSnail from =KRH= did add bot support to a lot of maps, which you can find on their repository:

As the devs stated the bots are somewhat broken in Urban Terror and unlike in Quake3, won't move out of their spawn unless they have a reason to do so (e.g. you pop up in their field of vision)
Afaik the standard maps where the bots can move easily have both .aas and properly set item_botroam entities. I found those on old maps (such as sanc), but never figured out how to make it work on my own :/
And as maps with functionnal bot support seem to be rare, I don't know if experienced map makers can actually enlighten us with how it should work...
