Will the fps problem be fixed in time for 4.1? I ask because UT is pretty much unplayable for me with 29 fps. I should get higher frames with a 7600GT.

No.
Getting 30fps on a 7600GT means there's something else wrong, it can't be cause of a few hints missing. So what can it be?
First: try disabling vsync (either in your vidcard driver control panel or r_swapinterval 0, or both if neccessary). Vsync on 60Hz will make you drop to 30 as soon as you get ANYTHING under 60.
Also, try setting com_blood 0.
Also, if you have a dual core machine, set affinity to 1 core and set in the nvidia control panel to disable threading optimization.
Also, disable antialiasing/anisotropic filtering there.
Check the faq for some more hints/explanations.

I have a cheapo 5200FX on a 1.7 celeron with 768 of ram and I only drop down to 30-35 when there is some seriously crazy action going on in my FOV. Try what woekle said because that really shouldn't be a consistant rate when my crappy hardware maintains 75-90 pretty easily.
