First off all that is a spark not a muzzle flash. Second of all I noticed that when shooting concrete, there are sparks, but when shooting metal, there are no sparks. WTF
No I'm not talking about the actual spark or "muzzle flash", I'm talking about the "muzzle flash effect where bullets hit" (because I don't have a better name for it) by which I mean the area around a person shooting a gun lights up (the map lights up), *and* the area around where a bullet hits lights up. Interestingly, if you turn off the sparks and particles (leaving just the smoke puffs) you will still get the flashes.

I posted the solution to this in our forum (coincidentally:P).
sfx_particles 0 should do it.
