I have just acquired a new server under debian 11 and I would like to install Urbanterrror on it!
What is the process please?

Why isn't there a real tutorial to install an expensive Frozen Sand server?
I want to create a new server, but I can't find any documentation about it.

My servers are more than 5 years old, with debian8, php5.5 and python 2.7 (obsolete in fair) I just want to update them
Tutorials would be very welcome.

I'm not sure what you mean. The game comes with a server executable. You can either download the full archive or use the downloader/updater to get it. Once you have downloaded it, its just a matter of launching the server executable, possibly with a few options/flags if you want to e.g. change ports.

Why did you not upgrade the server ?
dist-upgrade should have done the trick ?

Thank you all for your answers, which are all judicious.
I relied on a tutorial from Ptitbig (a master in this field, to whom many are indebted) that I have used many times to create my servers.
And it always worked.
But this tuto is based on PHP 5.5 and python 2.7, under debian8.
But now I run a server on Debian 11, and the process doesn't work.
After rereading the tutorial, he installs PHPMYADMIN, MYSQL, B3 before installing the game itself.
So obviously, my question becomes silly.
The game works without installing B3.
So no worries on this side.
Some people don't use B3, preferring RCON commands, I do.
I prefer it to Spunky (excellent by the way) because it is more complete.
I apologize for being so insistent in my mistake (I'm an enthusiast...)
Last complaint: who can provide me with a tutorial for the complete installation of a B3 under debian 11 (PHPMYADMIN, MYSQL, everything I've seen on the internet does not work)?

phpmyadmin and mysql or mariadb should run under debian, whatever the version.
I'm not sure about b3 as i did not handle Urt servers for a long time now.
and b3 support if down for a long time also but on this point i can be wrong.
