Well the magic is not in the game engine but in the content pipeline as to how DCC assets can be moved from one creation environment and into another that offers a unique ability and tool set. For our purpose by building and maintaining our build assets in 3ds Max we can move our content into any game engine and use it as a real time event driven extension to that pipeline.
So yes you can use any engine or application you wish if it supports FBX and we only use 3ds Max as our preferred editing environment as it is an application that most on the team uses.
If anything the thing to learn here is what is FBX and how to make use of it.

This does of course not mean FrozenSand members are the only people who can create maps for urt. Like before everybody will be able to create their own maps and distribute them on forums, servers, etc. Like FrankieV mentioned, if you want to create maps for urt HD make yourself familiar with any 3D modeling application like 3ds Max, Maya, Blender, etc. That's where you create most of the assets for your maps. There's thousands of tutorial out there for those programs. The Engine has a level design tool of it's own, similar to radiant for the id tech engine. In essence it works exactly like radiant and you could if you wanted to still make maps with only brushes. However, that's an outdated way of doing things. Nowadays you create your models in Max, Maya, Blender, etc. and use the level design tool simply to place your models and add gameplay relevant entities.
So anyone who wants to create maps for HD can start right now modeling the assets and simply has to wait until later to assemble the parts.
P.S. Oh, the player model scale is most likely different from the current one so if you use the grid to create your models they might be off the grid if you have to scale them later.

How many official maps have been planned for HD ?
And how many maps are almost finished ? (I know it's long for create a map ^^)
